The mission of the RC&D program is to make available
the total resources of USDA and other public and private partnerships to build
relationships, create financial leverage, and increase the ability of
communities to meet their regionally identified resource conservation and
development needs.

The Area Plan serves as the basic agreement between the US Department of Agriculture and the local Council in delivering the RC&D program. It also is the mechanism that ensures the availability of technical assistance to the area.
PLEASE NOTE: Starting in 2009 the next revision to Threshold To Maine's Area Plan will begin. The next cycle will be from July 2010 to July of 2015. Stayed tuned for information about the process of revising our area plan.
