The Threshold To Maine RC&D Area was
formed in 1970, as part of the Food and Agriculture Act of 1962 (Public Law
87-703). The Area covers the counties of York, Cumberland, Oxford, and Franklin.
There is a total of approximately 2,774,830 acres in the area. An additional
215,073 acres is in water. Total population is estimated at 511,353. This
represents approximately 41% of the total state population. With 41% of the
state population living on 14% of the land base, competition for natural
resources is high. Major is sues revolve around water quality, growth and land
use regulation, and the production of food and fiber. Agriculture and forestry
still dominate the land use for the region. Manufacturing, banking and
insurance, tourism, recreation, and high technology industry also contribute to, and demand from, the resource base. However, the area covered is very diverse.
Ranging from the very urban (Portland) to the very rural (remote Western Maine)
and the wealthiest to the poorest, there is a multitude of needs and
opportunities facing the RC&D program.
The
RC&D Council has a new meeting schedule. We now hold county
level sponsor meetings and quarterly Council meetings. The quarterly
Council meetings are held on the third Monday of September, December, March, and
June. County meetings are held on the third Monday of the month as
follows: York - April and October, Franklin - May and November, Cumberland
- July and January, Oxford - August and February.
The public is
always welcome.

Operating Principles
 |
The RC&D Area sponsors are the RC&D program. Their role is to provide
input into the RC&D program in developing programs and projects. They also
serve as the delivery system, along with other groups and organizations, in
order to implement strategies and actions.

The RC&D Council, representing the local level sponsors, works to build
coalitions, develop partnerships and provide the leadership necessary to
carryout the mission of Threshold To Maine.

The RC&D Coordinator and other staff resources will listen and help
people identify needs and opportunities that will meet the goals and objectives
of the Area. By working with the Council, sponsors, and other organizations, the
Coordinator will be the catalyst for the development of a delivery system
capable of meeting those needs and opportunities.

Assistance requested will be directed to the Council through a sponsor in the
form of a project measure proposal. The request will be reviewed and prioritized
by considering the following:

Problem and/or need being addressed.

Type and extent of assistance requested from RC&D.

Expected benefits of project.

Time frame and volunteer commitment of sponsoring group.

The program will comply with all requirements of the Civil Rights Act of 1964
and regulations of the Secretary of Agriculture (7 CFR Sec. 15.1 - 15.12) which
provides that no person in the United States shall, on the basis of race, color,
national origin, religion, sex, age, marital status, or disability, be excluded
from participating in, be denied benefits or, or be subjected to discrimination
under any activity.

Threshold To Maine is a nonprofit corporation in the State of Maine, and tax
exempt as defined under IRS Code 501(c)(3). The Council will adhere to all
standards of conduct associated with that designation.
